Purpose
The purpose of the course is to enable capacity building of NGO staff with a view to increase their competency to manage their relations with providers of physical security, as well as to strengthen their overall risk-management policies and practices, in optimal compatibility with their institutional ethics and operational objectives.
Objective
1. Use of risk and threat assessment tools
o Participants will be capable of using different types of risk, threat and vulnerability assessment tools and matrices.
o Participants will be made familiar with different risk rating systems and tools available from institutional and commercial providers.
o Participants will be able to define and integrate “program risk” with the risk, threat and vulnerability analysis.
o Participants are aware of quantitatively and qualitatively different sources of security related information.
2. Define minimum operating standards
o Participants will be provided with information on compared minimum operating standards from different organizations and institutions.
o Participants will be capable of establishing synthetic minimum operating standards.
3. Define accountability structures
o Participants will be able to define accountability and decision making structures while distinguishing between structures and chains of command appropriate for “business as usual” as opposed to crisis management situations.
o Participants will be able to distinguish between management competencies and leadership competencies.
4. Define due diligence processes and frameworks
o Participants will be able to apprehend the notion of due diligence, and are able to establish basic processes and frameworks for implementation in their respective institutions.
o Participants will be familiar with the key options for the mainstreaming of security issues in their respective institutions
5. Manage individual and institutional liability issues
o Participants are provided with information on key issues concerning individual and corporate liability with regard to the consequences of security incidents.
o Participants are provided information about essential aspects of malicious acts insurance policies and individual and institutional liability insurance.
Content and method
The course is an advanced simulation exercise in which participants will get an opportunity to practice strategizing and managing situations of risk and threat in humanitarian settings. The course will be split into modules which are all parts of the simulation exercise. Participants will work in groups. Each module also includes short ex-cathedra presentations and plenary review of group-work.
