Aim of the training is to increase competence in Good Humanitarian Donorship (GHD) agencies for decision-making when allocating resources according to humanitarian need.

TARGET AUDIENCE:
This goal will be achieved by targeting GHD decision makers responsible for funding allocations (specifically, HQ-based middle managers and desk officers - not technical advisers or senior managers). It is estimated that there are globally about 100 people in this group. The workshop will focus on a quarter of this global population, about 25-35 participants. Participants must have prior knowledge of needs-based approaches. It is preferable that ‘delegations’ of two per GHD agency attend.
EXPECTED OUTCOME:
The training course will contribute to improving how the target audience conducts the following tasks:
• Analyze a humanitarian crisis context and critically evaluate established humanitarian priorities
• Access and use the most relevant sources of information for needs-based decisionmaking
• Rigorously and objectively appraise proposals for humanitarian response
• Co-ordinate and harmonize global financial flows within the GHD group
LEARNING OBJECTIVES:
By the end of the training, participants will be better able to:
1. Explore common language and terminology with other donors and implementing partners
2. Critically think about strength, quality and interpretation of evidence and information
3. Define information requirements for different kinds of decision and acceptable levels of uncertainty
4. Discuss with implementing partners the credibility of propositions in their needs analyses
5. Identify approaches that feed back information about evolving contexts to iterative decision-making
6. Explore ways to compare vulnerability and need from country-to-country and crisis-tocrisis
7. Discuss ways to better co-ordinate and harmonize funding allocations within and between crises.
ASSUMPTIONS:
The course learning objectives will contribute to the course outcomes and overall goal, assuming the following:
• The designed number and profile of participants attend the training
• The training occurs in an appropriate learning environment
• Participants are motivated to apply what they have learned upon return to their home institution
• The home institutional environment allows participants to apply what they have learned
