What is ATHA?
In cooperation with the Program on Humanitarian Policy and Conflict Research at Harvard University (HPCR), Sida has put together a specially designed humanitarian educational program. Program management is based at the Sida Partnership Forum (Härnösand, Sweden) at HPCR (Cambridge, USA). Trainings take place mainly at the forum in Härnösand but also on various international locations.
The objective of the Advanced Training Program on Humanitarian Action (ATHA) is to enhance the capacity of relevant Swedish and international actors operating in the humanitarian context, to strengthen the respect for and knowledge about Humanitarian Action including International Humanitarian Law and Humanitarian Principles, and to create greater awareness and knowledge of the relationship between development cooperation and humanitarian action in emergencies with a specific focus on prevention and early recovery.
Who can apply for Trainings and Program Activities?
You cannot apply to trainings in your private capacity as an individual. Rather, applications should be sent via an organization, university, institution, agency or enterprise, and a contact person needs to be identified. For each course the number of seats is normally restricted to 25 participants, although for some courses the number can be limited if further due to pedagogical reasons. Please note that some of the courses are offered several times a year. Instructions on how to apply for trainings are available for each course in the course description accessible on the on this site.
What is Sida?
Sida, the Swedish International Development Cooperation Agency, is a government agency under the Ministry for Foreign Affairs. Sida's goal is to contribute to making it possible for poor people to improve their living conditions. By reducing injustices and poverty throughout the world, better opportunities are created for development, peace and security for all people and nations. As other Swedish government agencies, Sida works independently within the framework laid down by the Swedish Parliament and Government. They specify the budgets, the countries with which Sweden - and thereby Sida - is to work with, and the focus of Swedish international development cooperation.
What can the Sida Partnership Forum offer?
Sida Partnership Forum in Härnösand is a meeting place for actors such as organizations, universities, agencies, institutions and enterprises working with development cooperation - in Sweden and internationally. The activities at the forum are capacity building in the shape of courses and workshops but it also offers support to conferences, seminars and idea and method development for the target group. The ATHA trainings takes primarily place in Härnösand but trainings and seminars could take place at Sida, Stockholm and at international locations.
Costs and Training Fees
Cost of training is approximately 120 Euros/day. This includes training fee, full board and lodging.
The organisation (the course attendant) always pays travel costs for journeys connected to the activities, both within and outside Sweden.
Sida does not offer any scholarships to trainings.

What kind of accomodation does the Sida Partnership Forum offer?
Course participants normally stay at the Sida Partnership´s Guest House; Lönnebo, which is located beside the main building. Participants are accommodated in single/double-occupancy rooms. All rooms are non-smoking rooms. Accommodations offer the following amenities: bathroom, linens, blanket, pillows and towels. Some of the rooms are handicap-accessible. Our guest-house has spacious kitchens as well as TV-rooms and laundry-room and a Sauna. Breakfast is served for all guests at Lönnebo and lunch in the mainbuilding. Dinner is normally served at a restaurant in the City Centre. At the guest-house you can use your own laptop in your room. Computers with internet are available in the main building - both in the Library on the first floor as well as in several rooms on the second floor. Two phones for incoming calls are located in the hall outside the kitchen at Lönnebo. There are no telephones for outgoing calls in the guest-house.
How do I get to the Sida Partnership Forum in Härnösand, Sweden?
The Stockholm/Arlanda airport is about 250 miles (400 km) from Härnösand. Travel to Härnösand is via plane (www.sundsvallsflyg.se or www.sas.se), train (www.sj.se) or bus (www.ybuss.se). If you travel by air from Stockholm the destination is Sundsvall airport. You need taxi transportation from the airport to Härnösand. In case you travel by train or bus the destination is Härnösand. you may have to change from train to bus in Sundsvall, but the bus departures in direct conjunction to the station building in Sundsvall and the ticket is valid the whole journey. In Härnösand you can walk or order a taxi to the Forum on arrival. More information follows in you invitation to the training.

Could Sida provide for any scholorships for the training?
Unfortunately the Sida does not give any grants or scholarships for the program.
What trainings does HPCR International offer?
In close cooperation with the Program on Humanitarian Policy and Conflict Research (HPCR) at Harvard University, HPCR International offers Advanced Professional Trainings on Humanitarian Law and Policy. These trainings are offered onsite and online, within the framework of its Professional Development Program. Onsite trainings are composed of Core trainings on Humanitarian Law and Policy, in addition to a series of specialized, Thematic Workshops on International Humanitarian Law.
What types of trainings are offered within ATHA?
Core Training:
A three day course on humanitarian action will be presented twice a year. Legal, operational and policy aspects of humanitarian action will be examined. The legal framework of international humanitarian law, considered in relation to humanitarian and operational tools, will serve as a conceptual underpinning for the training. Trainings will be interactive, and will include instructional modules, case studies, simulation activities and high-level panel debates with experts from the field. The course includes opportunities for discussion and analysis of the particular dilemmas faced by actors operating in conflict situations, so that participants may exchange information multilaterally.
Specialized Training:
Building on the core training, specialized sessions are offered on key issues such as international humanitarian law, security of humanitarian personnel, protection, humanitarian coordination etc. The trainings differ in length, and are focused on specific pressing issues. The sessions are offered a number of times throughout the year.

Video: How can I interact with the videos?
The video player is designed for web browsing.
* During playback you will be offered links to related content on the portal and to other resources.
* All links can be found under the tab “Chapters and Links” down to the right in the player.
* The player stores your position in time.
* If you leave the video page and come back later, the video will play from where you left it.

The ATHA portal uses the JW Player for the video playback along with the plugin HyperCaster for authoring the interaction.

The videos are encoded for 400 kbits per second. If you have a slower connection or if the videos stops during playback, you can pause and wait for them to download before playback.
Video: Why won’t the videos load?
Some companies and agencies limit the web traffic in their firewalls to prevent downloads of large files, videos and multimedia content. Contact your IT-management if you are unable to watch the videos from ATHA.
Video: The video does not remember my last position!
The video stores information locally on your computer, like a browser cookie. You can turn this feature off by right clicking in the video player and select “Preferences” in the menu.
If this feature is turned off or if you don’t allow enough disk space, the interactive features will not work properly.
The player stores information about:
* The last position in time
* Last playback state, for example if it was playing, stopped or paused
* Id of the video
* Id of the video to link
* State of the linked video
With this information the player decides how to act when you are navigating around the portal.
Who is eligble to enter into the program?
The ATHA target audience includes relevant Swedish and international organizations and actors on all levels working within a humanitarian context.
Individuals representing organization and actors within this context, both from a humanitarian and from a development assistance oriented background are eligble to apply.
The program aims at supporting the participating actors professional development and capacity on an organizational level, with the long term goal of strengthening the continued professionalization of actors working within a humanitarian context.
