What is ATHA?
ATHA is about enhancing the knowledge of NGOs in the humanitarian field and creating greater awareness of the relationship between development, cooperation and humanitarian operations in complex environments. Therefore, in cooperation with the Program on Humanitarian Policy and Conflict Research at Harvard University (HPCR), Sida has put together a specially designed humanitarian educational program at the Sida Civil Society Center in Härnösand, Sweden. ATHA - Advanced Training Program on Humanitarian Action - aims to build a foundation of a profound and continuous dialogue on humanitarian issues among NGOs and other relevant stakeholders.
Who can apply for Trainings and Program Activities?
You cannot apply to trainings in your private capacity as an individual. Rather, applications should be sent via an organization, university, institution, agency or enterprise, and a contact person needs to be identified. For each course the number of seats is normally restricted to 25 participants, although for some courses the number can be limited if further due to pedagogical reasons. Please note that some of the courses are offered several times a year. Instructions on how to apply for trainings are available for each course in the course description accessible on the on this site.
What is Sida?
Sida, the Swedish International Development Cooperation Agency, is a government agency under the Ministry for Foreign Affairs. Sida's goal is to contribute to making it possible for poor people to improve their living conditions. By reducing injustices and poverty throughout the world, better opportunities are created for development, peace and security for all people and nations. As other Swedish government agencies, Sida works independently within the framework laid down by the Swedish Parliament and Government. They specify the budgets, the countries with which Sweden - and thereby Sida - is to work with, and the focus of Swedish international development cooperation.
What can the Sida Center offer?
Sida Center in Härnösand is a meeting place for actors such as organizations, universities, agencies, institutions and enterprises working with development cooperation - in Sweden and in other countries. The activities at the center are capacity building in the shape of courses and workshops but it also offers support to conferences, seminars and idea and method development for the target group. The ATHA trainings takes primarily place in Härnösand. Seminars could take place at Sida, Stockholm.
Costs and Training Fees
The organisation (the course attendant) always pays travel costs for journeys connected to the activities, both within and outside Sweden. Activities aimed at a wide range of actors within development cooperation, which are presented on the home page, are free of charge for participants from the target group defined above as Swedish NGOs and their partnerorganisations. For activities which are aimed at just one organisation, the organisation pays for additional costs such as food, extra rooms, lecturers and other resource persons etc.

What kind of accomodation does the Sida Center offer?
Course participants normally stay at the Sida Civil Society Center's Guest House; Lönnebo, which is located beside the main building. Participants are accommodated in single/double-occupancy rooms. All rooms are non-smoking rooms. Accommodations offer the following amenities: bathroom, linens, blanket, pillows and towels. Some of the rooms are handicap-accessible. Our guest-house has spacious kitchens as well as TV-rooms and laundry-room and a Sauna. Breakfast is served for all guests at Lönnebo and lunch/dinner in the mainbuilding. At the guest-house you can use your own laptop in your room. Computers with internet are available in the main building - both in the Library on the first floor as well as in several rooms on the second floor. Two phones for incoming calls are located in the hall outside the kitchen at Lönnebo. There are no telephones for outgoing calls in the guest-house. As a guest at Sida you are also welcome to use the public gym free of charge. In case you want to visit the public gym with swimming-pool you have to bring your own towel.
How do I get to the Training Center in Härnösand, Sweden?
The Stockholm/Arlanda airport is about 250 miles (400 km) from Härnösand. Travel to Härnösand is via plane (www.sundsvallsflyg.se or www.sas.se), train (www.sj.se) or bus (www.ybuss.se). If you travel by air from Stockholm the destination is Sundsvall airport. It is suggested to travel by bus or taxi from the airport to Härnösand. In case you travel by train or bus the destination is Härnösand. you may have to change from train to bus in Sundsvall, but the bus departures in direct conjunction to the station building in Sundsvall and the ticket is valid the whole journey. In Härnösand you can walk or order a taxi to the Center on arrival. More information follows in you invitation to the training.

Could Sida provide for any scholorships for the training?
Unfortunately the Sida does not give any grants or scholarships for the program. The course fee covers venue, meals and other costs related to the training. This fee varied due to sending organisation. In addition, each organisation (participant) must arrange for and cover the cost of transportation to and from Härnösand (Sweden), including visa arrangements.

HPCR International stands for the International Association for Humanitarian Policy and Conflict Research. It is a non-profit organization based in Brussels, Belgium. Established in 2005, HPCR International develops information management and advanced training tools for international agencies, governments, and non-governmental organizations active in conflict situations. Its work serves the humanitarian and peacebuilding communities, with a particular focus on professional training, workshops, and certification.

What trainings does HPCR International offer?
In close cooperation with the Program on Humanitarian Policy and Conflict Research (HPCR) at Harvard University, HPCR International offers Advanced Professional Trainings on Humanitarian Law and Policy. These trainings are offered onsite and online, within the framework of its Professional Development Program. What types of trainings are offered within ATHA?
Core Training:
A five day course on humanitarian action will be presented twice a year. Legal, operational and policy aspects of humanitarian action will be examined. The legal framework of international humanitarian law, considered in relation to humanitarian and operational tools, will serve as a conceptual underpinning for the training. Trainings will be interactive, and will include instructional modules, case studies, simulation activities and high-level panel debates with experts from the field. The course includes opportunities for discussion and analysis of the particular dilemmas faced by actors operating in conflict situations, so that participants may exchange information multilaterally.
Specialized Training:
Building on the core training, specialized sessions are offered on key issues such as international humanitarian law, security of humanitarian personnel, protection, humanitarian coordination etc. The trainings differ in length, and are focused on specific pressing issues. The sessions are offered a number of times throughout the year.

Who is eligble to enter into the program?
The main target group for the program is NGOs and their partners in the South. Targeted organizations include organizations working with humanitarian aid, as well as organizations oriented towards long term development work. Staff from other International-, regional organizations international NGOs, Governmental Institutions, Academia, IGOs and military may also apply for the trainings within the program.
