HPCR
The Program on Humanitarian Policy and Conflict Research (HPCR) is an interdisciplinary applied research program based at the Harvard School of Public Health in Cambridge, Massachusetts.
The Program fosters innovative approaches to humanitarian law, human security and conflict management. HPCR addresses emerging legal and policy challenges through original research and policy tools, training curricula and advisory services for international organizations, governments and civil society actors. Activities focus on the effects of armed conflict, the protection of vulnerable groups, the development of humanitarian law, the integration of human security strategies as well as the role of information technology in emergency response, with the aim of enhancing institutional capacity to respond to humanitarian and security crises. By drawing academic research into policy processes, the Program has joined international efforts to provide a strategic framework for humanitarian action.
In developing operational activities, the Program works closely with the International Association for Humanitarian Policy and Conflict Research (HPCR International), a non-profit organization based in Brussels, Belgium, with operational offices in New York and Geneva.
